Choosing the right method to deploy Azure Policy depends on your team’s tools and expertise. ARM templates offer native integration with Azure but can be verbose and less readable. Bicep simplifies ARM syntax, making policy deployment more manageable and modular without losing native capabilities.


Terraform, on the other hand, provides cross-platform infrastructure-as-code support, great for managing policies alongside multi-cloud environments. Each approach supports Azure Policy assignments, but differ in learning curve, tooling ecosystem, and flexibility. Understanding the trade-offs helps teams pick the most effective method for enforcing governance, compliance, and security standards in an automated and repeatable way.
